January 30, 1801 signed a manifesto of Paul I of accession of Georgia (Kartli-Kakheti) to the Russian Empire.
Historically Kartli was the most significant of the state formations on the territory of Georgia, but by the time it was a union weakened devastating Persian invasion than Kakheti was placed to the east. Therefore the kings of the new state became the kings of Kakheti, and the capital at the beginning was the former capital of Kakheti – Telavi.
At the end of the XVIII century because of frequent invasions, Kingdom of Kartli-Kakheti was severely devastated. In 1783, Irakli II signed the Treaty of Georgievsk, according to which, while retaining the throne, passed his kingdom under the protection of the Russian Empire. Russia, for its part, vouch for the preservation of the integrity and internal autonomy of Kartli-Kakheti. In a short time in the Kingdom of Kartli-Kakheti were introduced two battalions of Russian troops.
