December 9, 1894, at the beginning of the meeting of the Committee of the Siberian railway ( the first in the accession to the throne ), the King, addressing the members of the United presence of the Committee of the Siberian railway and the Department of state economy the State Council, said:

“Gentleman! To begin constructing a solid Siberian railway is one of the great acts of the great reign of My Father. To finish with God’s help it is very peaceful and educational enterprise is not only My sacred duty, but also my sincere desire, moreover, that it was I charged My Dear Father.
